Women Working in Alternative Energy Teleconference (August 3)
The Department of Labor`s Women`s Bureau is pleased to host a series of teleconferences for workforce practitioners, designed to offer information and an exchange of ideas to better connect women with green jobs and green jobs training. The teleconferences are geared towards workforce professionals, career advisors, and educators, although interested women are welcome to participate as well.
The fifth teleconference in this series, "Women Working in Alternative Energy" will take place on August 3, 2010, from 1:00 p.m. - 2:30 p.m. EDT. Alternative Energy is a major employer within the green economy. This teleconference will present information about the industry`s workforce, share experiences from the field, and provide insights on how to foster women`s employment in renewable energy now and in the future.

- Trudy Forsyth, National Renewable Energy Laboratory; Senior Project Leader, National Wind Technology Center
- Kelly Tiller, Ph.D., President/CEO, Genera Energy

Department Seeks Public Input to Strengthen Disability Regulations
The U.S. Department of Labor`s Office of Federal Contract Compliance Programs is seeking input from the public on ways to strengthen its regulations requiring federal contractors to take affirmative action to employ and advance in employment qualified individuals with disabilities. In an Advance Notice of Proposed Rulemaking to be published in the Federal Register July 23, the agency invites the public to help revise the regulations implementing Section 503 of the Rehabilitation Act of 1973.
The Section 503 regulations have required equal employment opportunity and affirmative action since the 1970s, yet the rate of disabled people who are unemployed or not in the labor force remain significantly higher than those without disabilities. According to recent data from the U.S. Department of Labor`s Bureau of Labor Statistics, 21.7 percent of people with disabilities were in the labor force in June 2010, compared with 70.5 percent of people with no disability. In addition, the unemployment rate for those with disabilities was 14.4 percent, compared with 9.4 percent unemployment for those without a disability.
Topics on which comment is requested include:
- What employment practices have been effective in recruiting, hiring, advancing and retaining qualified individuals with disabilities.
- What data are available that could be used to establish hiring goals and conduct utilization analyses of individuals with disabilities.
- How linkage agreements between federal contractors and organizations that focus on the employment of qualified individuals with disabilities can be strengthened to increase effectiveness.
Comments must be received by OFCCP within 60 days of the ANPRM`s publication. To read the ANPRM or submit a comment, please go to the Federal eRulemaking Portal at www.regulations.gov. The deadline for receiving comments is September 21, 2010.

Corporation for National and Community Service Awards Grants to 11 Organizations and Collaborating Partners for Economic Opportunity, Youth Development and School Support, and Healthy Futures
The Social Innovation Fund (SIF), an initiative enacted under the Edward M. Kennedy Serve America Act, is a new way of doing business for the federal government that stands to yield greater impact on urgent national challenges. The SIF will target millions in public-private funds to expand effective solutions across three issue areas: economic opportunity, healthy futures and, youth development and school support. This work will directly impact thousands of low-income families and create a catalog of proven approaches that can be replicated in communities across the country.
On July 22, 2010, the Corporation for National and Community Service awarded nearly $50 million in SIF grants to 11 organizations and greater than 60 collaborating partners. The SIF grantees represent a diverse set of nonprofit organizations and private and community foundations and were selected through a rigorous review process involving 60 external experts. They share a track record of success at identifying and growing high-performing nonprofit organizations and their proposals offer a set of compelling ideas for how to use innovation and evidence to tackle social challenges in a new way.
The SIF portfolio includes $74 million in secured match funds, which, combined with federal resources, will result in $123 million being targeted toward promising nonprofit organizations that train the unemployed, increase access to heath services for the underserved and prepare youth for academic and economic success.
The grantees, also known as intermediaries, will work with community-based nonprofit organizations to address urgent needs in three key issue areas - economic opportunity, healthy futures, and youth development and school support. Over the next six months, the SIF grantees will conduct open competitions across the U.S. to find the most promising nonprofits.
